Born on April 25, 1947 in Scranton, he was the son, and only child of the late George B.C. Kizer and Irene Mae Warner Kizer.

His first pastoral appointment was at the Hollisterville Bible Church in the early 1970's. He then served as Pastor of Scullville Bible Church near May's Landing in New Jersey. Rand and his family returned home to Varden and he continued to serve in ministry at various assignments in local churches including Honesdale Gospel Tabernacle, Calkins Baptist Church, and Canaan Bible Church.
Rand was Pastor of South Clinton Baptist Church; he served faithfully in his role there for more than 35 years until his death. For many years, he was a teacher at Canaan Christian Academy. Later in life, he also enjoyed working for Wayne County Transportation as a driver. Faithful to the Kingdom and committed to God's Word, he had a profound knowledge and understanding of the scriptures. He will be lovingly remembered for his sincerity and commitment in sharing the Gospel everywhere he went.
Rand is also survived by three children: Daniel J. Kizer and his wife Karen, Rebecca L. Chapman and her husband Mark, and David R. Kizer and his wife Leslie, all of South Canaan Township; 10 grandchildren: Erica Trevor (Kevin), Daniel Kizer, Jr. (Kea), Nicole Corazzi (Nick), Jared Kizer (Michelle), Aaron Kizer, Mark Chapman (Autumn), and Brad Chapman, David Kizer Jr., Zachary Kizer, and Madison Kizer; 10 great-grandchildren: Tyler, Wyatt, Jaron, Kenzie, Hudson, Cohen, George, Luke, Eli, and one on the way.
